Digital Morocco 2030: where are the public-contract opportunities for technology companies?

Digital public services, cloud, cybersecurity, data, identity and skills: an operational reading of Digital Morocco 2030 and a method for turning strategy into a commercial pipeline.

Digital Morocco 2030 is often reduced to artificial intelligence, startups or offshoring. For a supplier to government, the practical question is different: what capabilities must public bodies buy, integrate and operate to turn a national strategy into services people actually use?

Short answer: opportunities extend beyond software. They cover service design, cloud infrastructure, cybersecurity, data, interoperability, digital identity, equipment, project assistance, change management, accessibility and operations.

The families below are an inference from official objectives. They are not announced tenders or guaranteed expenditure.

What the official strategy says

The Ministry of Digital Transition and Administrative Reform presented Digital Morocco 2030 on 25 September 2024 . Its aims include:

  • digital transformation of government and more equal access to public services;
  • a digital economy able to produce and export solutions;
  • growth in startups, talent and offshoring;
  • Morocco’s positioning as a regional digital hub.

The official Digital Morocco 2030 brochure connects these ambitions to talent, infrastructure and an innovation-friendly environment.

For offshoring specifically, the ministry reported 148,500 jobs and MAD 26.22 billion in service exports at the end of 2024, with stated 2030 targets of 270,000 jobs and nearly MAD 40 billion. These figures describe offshoring, not the entire digital economy ( official 2026 source ).

Eight opportunity families

1. Redesigning public services

Digitalization is not converting a paper form into a PDF. Buyers may need user research, process simplification, UX/UI, web and mobile development, payments, notifications, contact centers and satisfaction measurement.

An SME should show how it reduces steps, supports accessibility and multilingual use, and performs on mobile with limited connectivity.

2. Interoperability and APIs

A seamless service often verifies data held by another administration. This creates needs for architecture, API catalogues, exchange governance, traceability, access control and consent management.

The value is not “connecting two systems”; it is reducing documents requested from citizens while preserving evidence, security and accountability.

3. Cloud, hosting and continuity

Applications, backups, disaster recovery, observability, cost management and data-center operations form one chain. Sovereignty, location, reversibility and continuity requirements must become a testable architecture.

4. Cybersecurity and trust

Every new service expands the attack surface. Potential needs include audit, penetration testing, identity and access management, monitoring, incident response, application security and awareness.

Security belongs in design, operations, subcontractor management and continuity—not in the final page of a proposal.

5. Data, decisions and AI

Before AI come data quality, catalogues, governance and usage rights. Projects may combine integration, cleaning, warehouses, dashboards, analytical models and human control.

The ministry connected open source, sovereign infrastructure and the AI ecosystem during Open Source Week 2026 , including the regional JAZARI network. Suppliers should demonstrate portability, auditability and model lifecycle control.

6. Identity, signatures and trusted exchanges

Authentication, electronic signatures, permissions and proof of exchange are shared foundations. Their value is measured through both security and reduced user friction.

7. Equipment and territorial inclusion

Access also depends on networks, devices, service points and disability support. Opportunities can combine equipment, software, light works, support and training.

8. Change and skills

The best system fails when staff do not adopt it. Process mapping, training, documentation, local support and usage measurement are real work packages.

Detect opportunities before publication

Read procurement forecasts to anticipate needs and timing. Follow sector strategies, conventions, budgets, consultations, expressions of interest and pilots—but classify each signal by maturity instead of assigning a fictional tender date. Award results show which buyers are already purchasing, how lots are structured and which capabilities win.

Translate broad themes into use cases: identity, records management, citizen relations, APIs, security, data, cloud and training. Link each use case to your evidence and buyer vocabulary.

How an SME can position itself

Choose a demonstrable specialty

An SME rarely wins by claiming to do everything. It wins by proving a precise capability: securing APIs, migrating applications, making a service accessible or training 500 staff with measured adoption.

Enter through lots and consortiums

National programs may exceed one supplier’s capacity. Consortiums and subcontracting bring local, sector or technical expertise. Define responsibilities, interfaces, intellectual property and service commitments early.

Prepare non-functional requirements

Availability, security, performance, privacy, portability, maintenance, documentation and knowledge transfer often differentiate bids. Explain how each will be tested and accepted.

Price operations

Separate design, implementation, licensing, hosting, support, changes and exit. The buyer must understand total cost and the units that make it vary.

Avoid treating strategy announcements as imminent tenders, offering lock-in without reversibility, promising AI without data governance, underestimating integration, or forgetting accessibility, mobile access and adoption.

Create one record per signal: buyer, policy objective, use case, maturity, source, possible partner and next action. When an official notice appears, attach it to that record and apply disciplined Go/No-Go analysis.
